Shenzhen Chiwan Sembawang Engineering Co., Ltd. (CSE) is an offshore equipment manufacturing enterprise under Shenzhen New Nanshan Holding Group United Intelligent Manufacturing Co., Ltd. As a national-level high-tech enterprise established in 1994, it is owned by Shenzhen New Nanshan Holding Group United Intelligent Manufacturing Co., Ltd. (32%), Chixiao Enterprise Co., Ltd. (32%), and CNOOC Investment Co., Ltd. (36%). As a globally renowned specialist in Jacket fabrication, CSE based on the construction of Jacket, gradually transitioning to EPC services for Jackets and offshore oil & gas platforms. Our products and services are highly recognized by well-known domestic and international clients, including major energy companies, EPCI contractors, and offshore wind power operators.
CSE located in South of China near Hong Kong, has 185,000 ㎡ yard area and 406 meters waterfront with 9 meters water depth which can be used for large offshore oil & gas and offshore wind farm facilities. It provides optimal infrastructure and unique physical conditions for the construction of large scale oil & gas and renewable energy offshore facilities. CSE delivers an annual production capacity of 50,000 tons, with a rolling capacity of 4,000 tons per month. The yard is equipped with dedicated workshops for sand blasting, painting, structural and piping fabrication, and supported by advanced machinery including crawler cranes, gantry cranes and related equipment. Since establishment, CSE has been actively involved in the offshore engineering industry for over 30 years and proven familiarity in both International Offshore Industry Standards and International Energy Company project standards.
CSE's operations span major domestic and international oil and gas development regions, with primary market presence in Southeast Asia (Thailand, Malaysia, etc.), Africa (Republic of the Congo, etc.), the Middle East, and Europe. Key clients include: CNOOC, Italy's ENI, Saudi Aramco, Shell, Chevron, ConocoPhillips, BP, Total, PTTEP, Qatar NOC, COOEC, Hyundai Heavy Industries, Seatrium, McDermott, SBM, Bluewater, Nippon Steel, and DEME Offshore. Since establishment, CSE has successfully delivered a total of 123 Jackets worldwide, including 115 Oil and Gas Jackets and 8 WTG Jackets. 17 Jackets exceed 10,000 tons, with total weight of more than 880,000 tons.

ENI Congo LNG Project - Nene WHP1 EPC project is CSE's first international EPC project. The scope of work encompassed detailed design, procurement, onshore construction, offshore hook-up and commissioning, covering wellhead platform, six-legged Jacket and piles. The overall construction, integration, and onshore commissioning work were successfully executed at CSE yard.

Shanghai Matsuo Steel Structure Co., Ltd.(Shanghai Matsuo) is a high-end structural steel fabrication enterprise under NSUM. Originally established in Shanghai in 1996 as a wholly-owned Japanese enterprise by Matsuo Bridge Co., Ltd. of Japan, the company underwent capital increase and share expansion in 2006 when acquired by CNDI, transforming it into a Sino-Japanese joint venture. CNDI currently holds an 86% stake. In 2009, the Japanese shareholder changed from Matsuo Bridge Co., Ltd. to IIS, a wholly-owned subsidiary of the IHI Group.
Located along the Huangpu River in Fengxian District, Shanghai, the company completed its initial factory construction in 1997. It currently occupies a site area of 131,000 square meters with an annual production capacity of 30,000 tons. As one of Shenzhen's first "National High-Tech Enterprises," the company was founded in 1984 and pioneered the production, R&D, and application of metal-faced sandwich panels in China. Chixiao was a national pioneer in introducing internationally advanced automated production lines. It established the Shenzhen Chixiao Industrial Park and has continually upgraded its manufacturing equipment to maintain its technological leadership in China.
